Dear relation,
On Sunday March 26th 2023 the winter-/summertime transition will take place in the Netherlands. This will happen from 02h00 till 03h00 CET. To avoid operational problems, we would like your attention to the following text:
E-programs in EDINE
A complex moment in the EDINE messaging is the change of winter- to summertime and vice versa. This change day lasts either one hour longer or one hour shorter. Experience is that a lot of BRP's find it difficult to cope with this hour in the EDINE messaging, even though the EDINE Message Implementation Guide is able to deal with this complexity. As an effect, a number of messages failed the translation to XML during the summer- to wintertime change and did not reach our backend system.
Our backend system processes data based upon XML messages. This means that the received EDINE message (your E-program) is translated into an XML message conform ENTSO-e format. The transformation is based upon the current EDINE Message Implementation Guides, the translation within TenneT succeeds if you exactly follow the Implementation Guides. We therefore urge all BRP's to check upon compliance to the Implementation Guides.
Excel EDINE-converter
It is possible that you (incidentally) still use the EDINE-converter that TenneT used to offer as a service to the market. We would like to point out that TenneT is not keeping this converter up to date, it for example cannot cope with the winter- to summertime change conform the Message Implementation Guide. Please take this into account when you decide to use the converter.
EDIFACT segments DELFOR-message (Message Implementation Guide DELFOR E-, V-, T- and TC-program Version 1.12 from March 2002)
Below are the examples how the EDIFACT segments for a DELFOR-E message should look like:

Please note that if you send in an XML Energy Program Domestic in XML-format that the Period Segment needs to be changed for the winter to summer transition. Please find below an example:
