Temporary alternative being developed for congestion management in Westland region

TenneT has decided to implement the back-up scenario developed by Westland Energie and Westland Infra in order to prevent impending congestion in the Westland region. The application for a temporary exemption required for this solution is currently being prepared and will be submitted to the Netherlands Competition Authority (NMa) as soon as possible. Before arriving at this particular solution, TenneT and Westland Infra assessed the feasibility of several alternatives and combined the proposals developed by Westland Infra and Westland Energie Services into a single solution.
Westland Infra estimates that congestion levels will rise to 40 MW towards the end of the third quarter of 2008 and the start of the fourth quarter. The original code amendment proposal for introduction of a congestion management system will not be submitted because of resistance among the market parties involved. As a result, a planned pilot scheme known as ‘congestion management light’ will not be implemented.
TenneT and Westland Energie worked hard on developing an alternative solution to resolve these problems. This latest solution was discussed with many of the parties involved, including Westland Infra, Westland Energie Services, Oxxio, Essent and TenneT, and offers sufficient basis for short-term implementation after further fine‑tuning.
Implementing the alternative scenario will enable the parties involved to prevent congestion in the Westland region. Preparations are currently underway to make sure the alternative solution is ready for implementation. As this solution does not fall entirely within the parameters of the existing codes, a request for exemption is currently being prepared for submission to NMa. Westland Infra is taking the lead in this, with TenneT providing full support.
