In this report TenneT has observed over the past six months strong surges in international electricity transmission across the transmission grid, resulting at regular intervals in conditions in which the security of the Dutch transmission grid can no longer be safeguarded. The root of the problem primarily lies in the upsurge rise in wind energy generated in Northern Germany. This scenario in conjunction with the anticipated further growth in operational wind capacity in Germany calls for structural measures to be implemented by authorities and grid administrators, so as to prevent Northwestern Europe falling prey to large-scale black-outs.
