Import-export


The transmission of imported electricity takes place via the TenneT-managed links between the Dutch grid and the grids of other countries. As there are limits to the transport capacity of these links, it is possible that not all requested transmission runs can be made to the prescribed volume. 
The following three scenarios can occur:

  • the aggregate available capacity is limited pursuant to operational and safety criteria in relation to international arrangements; 
  • the capacity is limited due to planned maintenance work being carried out;
  • the capacity is limited due to unforeseen circumstances or operating conditions.      

Transmission Programmes

In order to decide whether possible restrictions should be imposed on the transmission runs, TenneT will have to have an insight into the actual import-export-transit (IET) programmes, which  TenneT receives on the basis of a nomination procedure. There is another reason why TenneT must have an insight into the programmes: in addition to transmission runs due to planned import, export and transit, spontaneous exchanges with other countries take place in response to imbalances between generation and consumption. TenneT will have to offset such spontaneous exchanges in accordance with UCTE directives. Consultations are held with DTe on the import procedure.

Auction capacity

TenneT currently applies an available IET capacity of 3,350MW. Since 1 January 2001 the distribution of available cross-border import capacity has taken place by means of an auction, which TenneT organizes in co-operation with the German and Belgian grid administrators involved.This auction is a regulated activity prescribed by Dutch legislation and the codes derived from that. The capacity is sold by auction in the categories 'year', 'month' and 'day'. For more information: www.tso-auction.org

Allocation transport capacity on interconnections

The way in which TenneT is to allocate capacity on interconnections, as well as the procedures that were drawn up for this purpose, can be found in the Grid Code, paragraph 5.6.
